The Safety and Quality Investment for Reform (SQuIRe) Program was developed in 2006, to strengthen the Department of Health’s clinical governance and patient safety management systems, and to ensure the delivery of safe, high quality, evidence-based health care to patients and the WA community. The Office of Safety and Quality in Healthcare and Health Finance Division provide policy and financial support for the SQuIRe Program respectively, while the Area Health Services are responsible for the delivery of the SQuIRe Program and clinical care to the WA community.
Area Health Services are allocated funds by the Department of Health to implement all three tiers of the SQuIRe Program. For individual health services to access safety and quality funds under the SQuIRe Program they are required to:
- Implement accountability arrangements under the WA Clinical Governance Framework
- Implement policies and procedures across all four pillars of the WA Clinical Governance Framework
- Demonstrate satisfactory compliance with the eight WA Clinical Governance Standards
- Implement the eight mandated evidence-based programs and support clinical practice improvement at the local level
Components
The SQuIRe Program consists of three independent tiers:
- Tier 1: Clinical Governance
- Tier 2: Clinical Practice Improvement
- Tier 3: Safety and Quality Investment Pool – business rules and eligibility criteria will be developed throughout 2008/09
